Scott has nearly 20 years of public accounting experience working at national CPA firms where he focused on Government and Construction contractors. In addition to providing tax and attest services to businesses ranging from start up to $500 million in revenue, he also works closely with the business owners. Providing both technical and strategic expertise, he develops long term relationships with his client base. His expertise goes beyond traditional accounting services and offers expertise in Federal Acquisition Regulations and Cost Accounting Standard Compliance, cost allowability and allocability, analysis of indirect rate structures, DCAA compliance, SDB, 8(a), ANC, and SDVOB regulations and cost proposal developments. Prior to founding Scott Blackburn & Associates he was a Principal at CPA firm and has also worked as a CFO for a government contractor. Scott has a degree in accounting from Mount Saint Mary's University. He enjoys hunting, restoring vehicles and spending time with his 3 children and 3 step children.
Sarah is the Director of Business Development & Director of Operations for the firm. She began working in business development for CPA firms in 2007. Although she has worked in accounting since 2001, she also has worked with international non-profits and at one time was running her own small business. For most of her career, she has been supporting CPA firms through operations and business development. In that role, she says she would like to grow Scott Blackburn & Associates to 20 professional staffers and partners who will eventually take over the firm. She is very much a people person who likes to see the value that we add to the clients that she brings in and also likes to bring a smile to the faces of her associates during the tough busy days. Sarah has a BA in Economics from the University of Pittsburgh. On a more personal note, Sarah is the mother of a large family, and loves going to her children’s sporting events, cooking and going to the gym. She tries to create a family atmosphere in the office. Of the role that dedication plays she says: “At the end of the day Scott and I built the business with long hours and dedication to clients. To maintain the loyalty of our clients we cannot give up on them and we have to make sure our work is stellar and our service is unmatched.”
Kenneth L. Brown
Ken is in our Tampa office. He and Ruth, his wife, operate this office of the practice. Ken was certified in Maryland in 1969 and transferred to Tampa, FL in 1999. His focus is small business accounting and business and personal income tax. Many of his clients have been with him well over 30 years and stayed with him when he transferred to Tampa. He focuses on personal service to small business and individual clients. His client base extends throughout the country and overseas. Ken attended college at the University of Maryland and Benjamin Franklin University. He has a Master's Degree in Accounting. He is a member of the American Institute of Certified Public Accounts, and the Florida Institute of Certified Public Accountants. In his spare time, Ken likes to play golf and enjoy the wonderful Florida weather with his wife. Florida is his new home, but he and Ruth still have many friends in Maryland.
Ruth manages the Tampa Office. She assists Ken in scheduling, contacting clients, and income tax return assembly. Her main job is to keep Ken on track. Ruth is retired from Montgomery College, in Germantown, Maryland, and has worked with Ken since their marriage in 1995. With their move to Florida in 1999, Ken and Ruth are enjoying the Sunshine State while servicing clients throughout the country and overseas. They offer personal client service to small companies and individuals. They travel between Florida and Maryland as needed to service their client base. Ruth loves to relax in the Florida sunshine, and shop in the air conditioned malls, of course.
Steven is the Supervisor of Attest and Assurance Services at the Frederick office. He says he has a knack for numbers and that it was his curiosity about business and finance that led him down the path to becoming a CPA. He was originally an exercise science major in college but then took some accounting courses and realized it was a natural fit. Steven has a BS in Accounting from Salisbury University, and also is a graduate of the Army’s Infantry and Air Assault Schools. He has been in the Army National Guard for 8 years, and has been deployed in the Sinai Peninsula and also in Baltimore during the riots there. His professional goals include becoming a subject matter expert in attest and assurance, as well as in matters of personal and corporate taxes. He describes himself as hardworking, passionate and motivated, and enjoys the challenges that arise from working with a variety of situations, clients and industries in his role at the firm. In his personal life, he enjoys hunting, golf, football, hockey, lacrosse and scuba diving – a real sports fan. He has worked in government contracting, construction and real estate / land development. He became an associate with Scott Blackburn & Associates in January 2014.
